Description
Delete a bank account from the address book.

A bank account with an in-progress deposit or withdrawal cannot be deleted; the request returns HTTP 422 with code BUSINESS_BANK_ACCOUNT_HAS_IN_PROGRESS_TRANSACTION. A non-existent bank account ID returns HTTP 404 RESOURCE_BANK_ACCOUNT_NOT_FOUND. Deleting an already-deleted bank account is idempotent and returns success.
